Expands the Arizona Teachers Academy to include school counselors and school social workers in addition to teachers.

Provides annual scholarships of up to $10,000 for graduate students, $5,000 for undergraduate students, and $3,000 for community college students, plus $2,500 for national board certification.

Recipients must commit to work in Arizona public schools for one year per academic year of scholarship received, or repay the proportional amount of aid received.

Requires eligible postsecondary institutions to develop partnerships with public schools and prioritize high-demand specializations including special education, STEM, and critical need areas such as low-income and rural schools.

Mandates annual reporting to legislative budget committee on enrollment numbers, graduation rates, employment outcomes, and scholarship obligations including defaults and repayment agreements.
