• Establishes an "interim therapeutic restoration" as a provisional restoration placed to stabilize teeth using only hand instrumentation without rotary tools, with adhesive restorative material.

• Allows dental hygienists to perform dental hygiene services under an "affiliated practice relationship" with a dentist in approved healthcare settings including clinics, long-term care facilities, public health agencies, schools, and nonprofits.

• Requires dental hygienists in affiliated practice to maintain written agreements specifying services, standing orders, procedures for local anesthesia and root planing, and requires patient written notification that care does not replace dentist diagnosis or treatment planning.

• Limits dentists in affiliated practice relationships to supervising no more than three affiliated practice dental hygienists at any one time.

• Modifies examination requirements for dental hygienist licensure by removing language requiring "substantially equivalent" standards from other states and clinical examinations.
