Amends Arizona Revised Statutes Section 15-443 regarding formation of new common school districts.

Corrects grammar in subsection A.2 by changing "Set" to "Sets forth the boundaries of the proposed common school district" to ensure proper verb-subject agreement.

Maintains existing requirements for district formation, including petition signatures from parents/guardians of at least ten pupils who reside more than four miles from any school district schoolhouse.

Preserves provisions requiring tax rates for districts formed after July 1, 1988 to meet minimum rates under Section 15-971, subsection B, paragraph 2.
