Amends section 28-1176, Arizona Revised Statutes, relating to the off-highway vehicle recreation fund and its allocation among state agencies.

Modifies the Arizona State Parks Board's spending authority to permit no more than 12% of its 60% allocation for staff support, with limitation that no more than 35% of remaining monies can fund new off-highway vehicle trail construction.

Requires that reports on off-highway vehicle fund expenditures be made available to the public on the department's website, in addition to legislative notification.

Establishes prohibition on using fund monies for new off-highway vehicle trails or routes on environmentally or culturally sensitive lands, unless the land management agency determines construction would benefit or protect cultural or sensitive sites.

Requires detailed accounting of all fund expenditures for trail construction, land mitigation, revegetation, damage prevention and restoration, signage, maps, and environmental compliance activities.
