Transfers authority for archaeological permitting and oversight from the director of the Arizona State Museum to the state historic preservation officer.

Amends sections 15-1631, 39-125, 41-842, 41-843, 41-844, 41-866, and 41-2052 to reflect the shift in administrative responsibility for managing archaeological discoveries, human remains, and funerary objects.

Maintains all existing permits, records, contracts, and appropriations issued by the museum director under the new state historic preservation officer authority.

Requires the state historic preservation officer to manage the acquisition and preservation fund for costs related to removal, reburial, and preservation of human remains and archaeological materials.

Requires the state historic preservation officer to provide annual notice to the governor's office on tribal relations regarding discoveries of American Indian human remains and cultural patrimony.
