Repeals sections 9-500.36, 9-500.38, 11-269.14 and 11-269.16 of the Arizona Revised Statutes.

Amends section 44-1648 to remove language referencing sections 9-500.38 and 11-269.16 regarding scrap metal dealer licensing and local authority powers.

Repeals Laws 2016, chapter 27, section 5 and Laws 2016, chapter 28, section 5.

Clarifies that the amended statute does not affect a city's, town's or county's power to enforce business licensing laws for scrap metal dealers, particularly those with background checks and fingerprinting requirements.
