Prohibits manufacturing, selling, or distributing children's products or upholstered residential furniture in Arizona containing more than 1,000 parts per million of four specified flame-retardant chemicals: TDCPP, decabromodiphenyl ether, hexabromocyclododecane, and TCEP.

Exempts previously owned products from the restrictions on prohibited chemicals.

Prohibits manufacturers from replacing restricted chemicals with alternative chemicals identified by state, federal, or international agencies as causing developmental toxicity, cancer, genetic damage, reproductive harm, endocrine disruption, or systemic toxicity.

Bans the manufacture, sale, or distribution of commercial paint or coating removal products containing methylene chloride.

Defines "child" as a person under twelve years of age and "children's product" as items primarily designed for children's use, excluding toys meeting ASTM F963 standards, food, beverages, pharmaceuticals, and medical devices.
