Requires each school district and charter school to provide access to free, fresh drinking water during meal times in food service areas by July 1, 2021.

Water can be provided through cups and containers or through solicited or donated bottled water.

Allows school district governing boards or charter school governing bodies to propose a resolution exempting themselves from this requirement if they face fiscal constraints or health and safety concerns.

Requires the governing board or body to post notice of any proposed exemption resolution on at least two consecutive meeting agendas—first as an informational item and second as an action item—before voting to adopt.
