Amends Arizona Revised Statutes Section 32-1155 regarding complaint procedures for contractor licenses.

Requires the registrar to file complaints within the statute of limitations prescribed by Section 32-1162.

Clarifies that service of citation and complaint is complete upon personal service or five days after certified mail deposit.

Prohibits citations for unprofessional workmanship or code violations if the contractor is not given 15 days to inspect the work after written notice, or if the work has been subject to neglect, modification, or abnormal use.

Allows the registrar to investigate complaints without waiting the 15-day inspection period.
