Repeals Arizona Revised Statutes sections 9-500.38 and 11-269.16 relating to auxiliary containers and local regulation.

Amends section 44-1648 to remove references to the repealed statutes while maintaining state preemption over scrap metal dealer registration.

Clarifies that cities, towns, and counties retain power to enforce business licensing laws for scrap metal dealers, except where licensing systems include background checks, identification, and fingerprinting requirements.

Allows scrap metal dealer licenses that were current and in good standing before September 13, 2013 to remain valid without requiring reapplication unless changes to the licensing system are required.
