Restricts sale of neonicotinoid pesticides in Arizona to persons licensed to sell restricted use pesticides, effective January 1, 2021.

Restricts use of neonicotinoid pesticides to certified applicators, farmers using them for agricultural purposes, and veterinarians.

Violations of the neonicotinoid restrictions are classified as class 3 misdemeanors.

Exempts pet care products for fleas, mites, ticks and heartworms; personal care products for lice and bedbugs; and indoor pest control products from the neonicotinoid restrictions.

Requires the Arizona Department of Agriculture to review state pesticide laws and submit recommendations on pollinator protection to state leadership by July 1, 2021, with this reporting requirement repealing September 30, 2022.
