Amends Arizona Revised Statutes Section 32-101 to clarify the definition of "engineer" and "engineering practice" to reflect the application of engineering principles and interpretation of engineering data.

Adds a new definition of "professional engineer" as a person with special knowledge of mathematical and physical sciences and engineering principles acquired through professional education and practical experience who is registered as a professional engineer.

Modifies the definition of "engineering practice" to include applying engineering principles and interpreting engineering data to engineering activities and the design of buildings, structures, products, machines, processes and systems where education and experience requirements protect public health, safety and welfare.

Updates the criteria for determining when a person is deemed to be practicing engineering to clarify that practicing includes holding out to the public as able to practice engineering and using titles that imply professional engineer status.

Renumbers subsequent definitions in the statute (changing definitions 29-32 to 30-33) to accommodate the addition of the "professional engineer" definition.
