• Mandates portable polling places provide access to political party observers under the same rules as fixed-location polling places.

• Requires portable polling places to comply with the Americans with Disabilities Act of 1990 (42 U.S.C. §§ 12101-12213).

• Allows political activity outside the 75-foot restricted zone established by section 16-515 at portable polling places, unlike fixed polling locations.
