• Amends section 9-471 of Arizona Revised Statutes regarding municipal annexation procedures and requirements.

• Allows property owners to waive the 45-day waiting period after an unsuccessful annexation attempt for their individual properties.

• Permits cities and towns to annex single-owner properties that meet a three-hundred-foot contiguity requirement without meeting other contiguity standards, if the city, town, and property owner agree to the annexation.

• Clarifies that subsections regarding contiguity and surrounding territory restrictions do not apply to territory already completely surrounded by the same city or town or a combination of cities and towns.

• Makes clarifying language edits to existing statute language (replacing "In the event" with "If" and correcting hyphenation).
