Authorizes the Arizona Attorney General to investigate policies, procedures, or actions by school district governing boards or employees alleged to violate state law or the Arizona Constitution upon request by one or more legislators.

Requires the Attorney General to issue a written report of findings within 30 days and distribute it to the governor, legislature leadership, requesting legislators, and the Secretary of State.

Directs the Attorney General to notify school districts of violations and provide 30 days to resolve them; if unresolved, the superintendent of public instruction must withhold 10% of the school district's monthly state aid for each month the violation continues.

Allows the Attorney General to file a special action in the Arizona Supreme Court if a violation may exist; the court must prioritize the case and can require the school district to post a bond equal to 10% of monthly state aid.

Requires the Attorney General to monitor school district responses and notify relevant parties when violations are resolved, at which point state aid withholding ceases.
