Allows persons applying for special license plates to opt out of sharing their name, address, telephone number, and email address with entities that receive donation monies from the special plate issuance or renewal.

Department shall provide personal information to donation recipient entities unless the applicant opts out on the application form.

Changes the language in the statute from "permit" to "allow" regarding unlawful display of special plates on unauthorized vehicles.

Maintains existing penalties including class 3 misdemeanor classification for violations related to special plate usage, false applications, and fraudulent information.
