Amends Section 42-17401 to expand the elderly assistance fund from counties with populations over 2 million to all Arizona counties.

Requires county boards of supervisors to establish elderly assistance funds administered by county treasurers to reduce primary school district taxes for qualified elderly individuals.

All unspent monies and subsequent appropriations to elderly assistance funds must be spent solely on the elderly assistance program rather than primary school district tax reduction.

Appropriates $6,000,000 from the state general fund in fiscal year 2020-2021 to the Department of Administration for distribution to each county's elderly assistance fund on a pro rata basis using U.S. Census data.

"Qualified individuals" are those living in organized school districts who are approved for the property valuation protection option under the Arizona Constitution.
