Requires school district governing boards to adopt and administer personnel policies providing noncertificated (non-teacher) employees with substantially equivalent due process procedures as those required for certificated teachers under Arizona law.

Modifies contract transmission procedures for certificated employees by clarifying that electronic contracts must be sent to both the employee's school district and personal email addresses before the start of the school year.

Makes technical corrections and clarifications to existing education code language regarding teacher employment, certificate requirements, and part-time teacher employment status.

Maintains existing provisions regarding dependent employment restrictions, business manager finance qualifications, wage payment within ten calendar days of discharge, and prohibition on tenure or seniority-based employment retention policies.
