SB 1336 Summary

• Establishes a manufacturer-funded large electronics recycling program requiring manufacturers of computer monitors, desktop/portable computers, and televisions (with screens larger than 4 inches) to register with the Department of Environmental Quality beginning January 1, 2021.

• Prohibits sale of covered electronic devices in Arizona unless labeled with a brand included in a manufacturer's approved recycling plan; manufacturers must submit annual plans describing statewide collection, transportation, and recycling programs.

• Requires manufacturers to provide free collection and recycling services in every Arizona county and at least one collection site in cities with 50,000+ residents; premium services may be charged separately.

• Establishes the Covered Electronic Devices Fund, financed by manufacturer registration fees and up to $500,000 annually from the existing recycling fund, to support program implementation and enforcement by the department.

• Program sunsets July 1, 2030; exempts small businesses and entities manufacturing exclusively for licensed manufacturers from requirements.
