Voids and makes unenforceable any covenant, restriction, or condition in deeds or contracts that prohibits installation or use of solar energy devices or water saving/conservation devices and practices.

Prohibits homeowners associations from restricting installation or use of solar energy devices or water saving devices and practices in community documents.

Allows associations to adopt reasonable rules regarding placement of solar or water saving devices if rules do not prevent installation, impair functioning, restrict use, or adversely affect cost or efficiency.

Requires associations to provide written notice to members of any rules adopted regarding solar or water saving devices and practices.

Entitles parties that substantially prevail in court actions against association boards for violations of these provisions to recover reasonable attorney fees and costs.
