School districts and charter schools must adopt a green cleaning policy and purchase environmentally sensitive cleaning products by December 31, 2021, with the Department of Education providing guidelines in consultation with the Department of Environmental Quality.

State agencies, universities, school districts, and community college districts must reduce energy use in public buildings by 20 percent per square foot by July 1, 2027 (baseline year July 1, 2001 through June 30, 2002).

The Arizona Commerce Authority shall establish a loan program with at least $10,000,000 to finance energy and water efficiency measures for public facilities, with loans to be repaid from savings achieved through efficiency improvements.

State agencies, universities, school districts, and community college districts must purchase at least 10 percent of their energy from renewable sources by July 1, 2025, and existing state buildings over 50,000 square feet must conform to LEED standards by that date.

A Green Public Schools Task Force is established to develop retrofit procedures, recommend a model green cleaning policy, and make financing recommendations, with a final report due November 1, 2021; the task force expires December 31, 2021.
