Establishes an Office of New Americans within the Department of Economic Security to address immigration-related issues and coordinate state policy.

Office duties include responding to immigration inquiries, serving as information clearinghouse for state agencies, analyzing demographic trends, and developing strategies to attract and retain immigrants.

Creates an Advisory Committee to the Office of New Americans with 18 members including representatives from state agencies (DES, administration, education, health services, public safety, commerce authority, transportation) and governor-appointed members from business, legal, education, banking, healthcare, and immigrant service sectors.

Advisory committee shall make policy recommendations, serve as liaison to immigrants, monitor state agency practices, conduct annual public hearings, and issue reports on immigration issues.

Advisory committee terminates on July 1, 2028.
