Requires the Arizona Secretary of State, county recorders, and election officers to meet at least annually to develop standards and procedures for elections and polling places.

Establishes standards to ensure voters do not wait more than one hour to vote at polling places or voting centers.

Mandates standards for determining appropriate number of polling places, staffing levels, equipment, supplies, and personnel reserves for each jurisdiction.

Requires polling places to be located to provide equal access for all persons, including those using public transportation, without transportation, and persons with disabilities.

Directs election officials to consult with the U.S. Election Assistance Commission and other recognized organizations with expertise in voting systems, accessibility, and election compliance.
