Appropriates $1,000,000 from the state general fund in fiscal year 2020-2021 to the Department of Health Services for grants to organizations promoting evidence-based health, unified sports, leadership and transition programs for students with intellectual and developmental disabilities in preschool through grade 12.

Requires matching monies from gifts, grants and donations from non-state sources before appropriated funds can be spent on the programs.

Limits spending to outreach efforts, materials and costs directly associated with the programs.

Exempts the Department of Health Services from state procurement code requirements and appropriation lapsing provisions.
