Increases annual funding to the Arizona State Parks Heritage Fund from $1 million to $5 million from state lottery revenues, effective annually.

Reduces funding to the Arizona Area Health Education System (AHES) from $4 million to $3 million to accommodate the increased parks funding.

Establishes that the Arizona State Parks Heritage Fund consists of lottery deposits, interest earned, legislative appropriations, grants, and donations.

Exempts the Arizona State Parks Board from rulemaking requirements under Arizona Revised Statutes title 41, chapter 6 for one year after the act's effective date.
