Amends Arizona Revised Statutes section 8-201 to modify the definition of "neglect" related to prenatal drug exposure in newborn infants.

Expands the basis for determining neglect from prenatal drug exposure by allowing toxicology screens or other laboratory tests to indicate exposure, not solely clinical determinations by health professionals.

Clarifies that medical records or other information must show the prenatal drug exposure was not the result of medical treatment administered to the mother or newborn by a health professional.

Maintains that the determination of neglect based on prenatal exposure must still be based on clinical indicators, substance use history, medical history, or toxicology/laboratory test results.
