Allows a parent of a child conceived through sexual assault to file a petition to terminate the parental rights of the parent who committed the assault, at any time.

Court may grant termination if it finds by clear and convincing evidence that the child was conceived as a result of sexual assault, with a presumption that termination is in the child's best interest.

A guilty plea or conviction under Arizona law for sexual assault (section 13-1406) or equivalent offense in another jurisdiction is accepted as conclusive proof of conception through sexual assault.

Applies to sexual assaults committed in Arizona or any other state.

Defines "sexual assault" as intentional or knowing engagement in sexual intercourse or oral sexual contact without consent of the other person.
