Increases the required passing score on the civics test (based on the U.S. citizenship and immigration services naturalization test) from 60 to 70 correct answers out of 100 questions for high school graduation.

Allows students in grades 7-8 to take the civics test early, and if they score 70 or higher, they are not required to retake it during high school.

Requires school districts and charter schools to document civics test results on transcripts using only a pass or fail designation.

Permits school districts and charter schools to determine the method and manner of administering the civics test and allows students to retake the test multiple times until achieving a passing score.

Makes technical amendments to reorganize and clarify existing graduation requirement provisions related to academic standards and competency testing.
