Prohibits the Arizona Department of Corrections from entering into contracts for inmate telephone system services that allow the department to accept revenue exceeding its reasonable operating costs for establishing and administering the services.

Specifically bans contract terms involving commissions, profit sharing, percentage payments, up-front signing bonuses, inflated rent payments, or provision of unrelated technologies as part of inmate telephone service agreements.

Amends Arizona Revised Statutes Title 41, Chapter 11, Article 1 by adding section 41-1604.21.
