Private contractors providing detention or incarceration services for offenders are liable for the cost of emergency, public safety, or security services provided by the state or political subdivisions.

Contractors must reimburse the state or any political subdivision for costs of emergency, public safety, or security services provided to them.

Private contractors must keep and maintain a complete and accurate record of all their services.

Private contractors are classified as public bodies and are subject to Arizona Revised Statutes title 39, chapter 1, making them subject to public records laws.
