Amends Section 41-2405 of Arizona Revised Statutes to add new duty to the Arizona Criminal Justice Commission regarding earned release credits and sentencing reform.

Commission must review and make annual recommendations to the legislature on changing earned release credit calculations to allow nonviolent offenders one day of credit for every three days served.

Commission must recommend reducing mandatory minimum sentence requirements and removing judges' and the board of executive clemency's ability to order reincarceration for technical violations of release conditions.

Recommendations must be submitted annually to the legislature as part of the commission's existing duties and reporting structure.
