Requires the legislative council's executive director to prepare a racial impact statement upon written request by any legislator analyzing how a bill would affect a distinct racial or ethnic group.

Racial impact statements must analyze disparate impacts in eight areas: criminal justice, public health, education, public welfare, consumer protection, voting rights, child protective services, and housing.

Prevents bills from being scheduled for third or final reading votes until the racial impact statement is issued within 15 calendar days of the request.

Defines "distinct racial or ethnic group" as any racial or ethnic category identified by the U.S. Census Bureau in the most recent decennial census.

Executive director must immediately notify the chief clerk of the house and secretary of the senate upon receiving a racial impact statement request.
