Removes the clergy exception that allowed members of clergy, Christian Science practitioners, and priests to withhold reports of child abuse based on confidential communications or confessions.

Requires all mandatory reporters, including clergy members, to immediately report suspected child abuse, physical injury, neglect, or reportable offenses involving minors to law enforcement or the Department of Child Safety.

Adds new subsection establishing clergy-penitent privilege only in civil and criminal litigation, preventing clergy from being examined as witnesses about confessions without consent, but explicitly states this does not relieve them from the duty to report.

Maintains existing exceptions for consensual conduct between older minors (ages 14-17), playground accidents at school, and treatment-related statements in sex offender programs.

Clarifies that the statute's definitions of abuse, child abuse, neglect, and reportable offenses remain unchanged.
