Requires high school graduates to pass a civics test identical to the U.S. citizenship and immigration services naturalization test, with a passing score of at least 60 out of 100 questions, and allows unlimited retakes.

Mandates the state board of education establish academic standards for American civics education instruction covering U.S. history, Constitution, Declaration of Independence, Arizona Constitution, government branches, citizenship roles, media analysis, voter participation trends, and democratic debate.

Establishes the American civics education instruction grant program to provide funding for teachers to attend professional development courses in civics education and media literacy, with the department of education reviewing course quality and eligibility.

Creates the American civics education instruction fund with continuous appropriation status, exempting it from standard lapsing provisions, to administer the grant program for teacher professional development.

Appropriates $100,000 from the state general fund in fiscal year 2020-2021 to the civics education instruction fund, with the grant program set to expire on July 1, 2030.
