Prohibits the Arizona Corporation Commission and state agencies from adopting or enforcing state or regional programs regulating motor vehicle fuel for light-duty or use-class vehicles or fueling infrastructure without explicit legislative authorization.

Clarifies that the restriction on fuel regulation does not prevent the Corporation Commission from setting electricity rates.

Defines "fueling infrastructure" as structures, facilities, and equipment that deliver any type of motor vehicle fuel.

Defines "motor vehicle fuel" to include energy sources powering vehicles: petroleum, natural gas, electricity, hydrogen, and synthetic fuels.
