Appropriates $300,000 from the state general fund in fiscal year 2020-2021 to the Arizona Health Care Cost Containment System (AHCCCS) administration.

Requires AHCCCS to hire an independent consultant with actuarial expertise to study current outpatient behavioral health rates in the managed care fee-for-service schedule.

Study must evaluate inflation since 2001, employee and contractor salary impacts, minimum wage requirements, and other employment-related, capital, overhead, and fixed costs.

Independent consultant must deliver final report with actuarially sound rates by code and provider type to AHCCCS by July 1, 2021, to be used for rebasing the managed care outpatient behavioral health fee schedule.

Section expires December 31, 2021.
