Expands AHCCCS eligibility to include women who are less than one year postpartum with family income not exceeding 150% of federal poverty guidelines.

Modifies the definition of "eligible person" in Arizona Revised Statutes section 36-2901 to explicitly include postpartum women in the health care cost containment system.

Appropriates $13,000,000 from the state general fund and $900,000 from medicaid expenditure authority in fiscal year 2020-2021 to cover eligible postpartum women.

Makes technical corrections to statutory language regarding physician and primary care practitioner definitions.
