Amends Arizona Revised Statutes Section 8-162 regarding the nonrecurring adoption expense program administered by the department.

Clarifies that the department may reimburse nonrecurring adoption expenses only after finalization in limited circumstances: when a final decree of adoption was entered between January 1, 1987 and September 27, 1990, or when expenses were paid after January 1, 1987 for adoptions finalized before that date.

Requires persons seeking reimbursement for adoptions finalized between January 1, 1987 and September 27, 1990 to file applications by December 14, 1990.

Generally requires that applications for nonrecurring adoption expense reimbursement and agreements be approved and signed before the final decree of adoption is entered, with exceptions noted above.
