• Amends career technical education district (CTED) statutes to allow funding for students in grade nine and the school year immediately following graduation, subject to new eligibility requirements.

• Requires the Office of Economic Opportunity to compile an annual in-demand regional education list of approved CTED programs leading to high-wage jobs, incorporating industry feedback and reviewed by the Arizona Career and Technical Education Quality Commission.

• Limits grade nine and post-graduation funding to students enrolled in programs on the in-demand regional education list for their region, effective starting with programs begun in the year the list is compiled.

• Provides a four-year transition period (fiscal years 2020-2024) allowing students in programs on the initial in-demand list to qualify for post-graduation funding.

• Makes technical amendments to CTED provisions regarding student count calculations, average daily membership, and clarifies various operational and governance requirements.
