Repeals sections 9-500.38 and 11-269.16 of Arizona Revised Statutes relating to scrap metal dealer licensing.

Amends section 44-1648 to clarify that state preemption of scrap metal dealer registration does not affect cities, towns, or counties' power to enforce business licensing laws for scrap metal dealers.

Adds section 49-775 requiring retailers of groceries, food, or beverages to provide single-use straws, cutlery, plates, or drink stirrers only upon customer request.

Requires retailers to charge customers $0.05 per single-use bag used to transport purchased items away from the point of sale.
