Amends Arizona Revised Statutes section 45-604 regarding water measuring devices for groundwater withdrawal from nonexempt wells.

Requires persons withdrawing groundwater from nonexempt wells to use director-approved water measuring devices, with specific exemptions for small-scale users.

Exempts holders of type 2 non-irrigation grandfathered rights or groundwater withdrawal permits of 10 or fewer acre-feet per year from metering requirements, unless they hold multiple permits totaling more than 10 acre-feet annually from one well.

Provides exemptions in irrigation non-expansion areas for non-irrigation uses of 10 or fewer acre-feet per year and certain small-scale irrigation uses on 10 or fewer contiguous acres.

Exempts persons in active management areas withdrawing groundwater for irrigation under grandfathered rights appurtenant to 10 or fewer acres from metering, unless the water is also used under service area rights or other groundwater rights.
