Amends the ombudsman-citizens aide statute to require appointment of staff with expertise in Department of Child Safety (DCS) procedures and laws to investigate DCS-related complaints, rather than limiting to a single assistant position.

Expands access provisions allowing the ombudsman-citizens aide and all investigative staff (not just one assistant) to access DCS records and automated case management systems.

Creates a new subsection establishing that all ombudsman-citizens aide records and files are exempt from public disclosure under state public records law from file opening until closure.

Modifies confidentiality provisions for DCS-related records to align with federal law (42 U.S.C. § 5106a) and restricts disclosure except to the Attorney General or county attorneys in connection with referred investigations.

Changes statutory language regarding staff employment status from "shall be" to "is" subject to conflict of interest provisions of title 38, chapter 3, article 8.
