Amends ombudsman-citizens aide powers to require annual (instead of semiannual) reports to the legislative council before January 1.

Modifies the public access assistant position from two assistants (one attorney) to one assistant who is an attorney.

Repeals section 41-3020.22 and adds new sunset provision establishing the office of ombudsman-citizens aide terminates July 1, 2028, with statutory repeal effective January 1, 2029.

Continues the office of ombudsman-citizens aide per section 41-2955 to investigate administrative acts of state agencies and report to the governor, legislature and public.

Applies repealed and new sections retroactively from July 1, 2020.
