AZ SB1410

Amends Arizona law (A.R.S. § 13-1310) to add a new classification for child abduction offenses committed by a biological parent.

Creates a class 1 misdemeanor penalty when a biological parent takes or fails to return a child from state agency custody, provided the parent has no prior convictions for child abuse or offenses listed in chapters 14 or 35.1 of Arizona Revised Statutes.

Maintains existing felony classifications for non-parent abductions (class 3, 4, or 6 felonies depending on whether the child is taken out of state, remains in state, or is voluntarily returned within 48 hours).

Applies to children under custody of the Department of Child Safety or the Department of Juvenile Corrections.
