Establishes a new section 41-511.24 of Arizona Revised Statutes requiring the Arizona State Parks Board to issue free personal photography and commercial photography passes to applicants.

Granted passes provide entrance to all Arizona state parks for one year from the date of issuance at no charge.

Defines "commercial photography" as professional photographs for advertising, art, fashion, editorial, photojournalism, or any other photography session where final images may be used in commerce.

Defines "personal photography" as photographs for weddings, engagements, family portraits, school/graduation photos, modeling portfolios, or any posed photography session using state park locations as backdrops or requiring special attire.
