Guarantees election observers the right to document observations, ask questions of election officers, and receive timely responses with uniform and nondiscriminatory access.

Requires election observers to register with the officer in charge of elections and declare their observation intent and location by 10:00 a.m. on the day immediately preceding the relevant election stage.
