Amends Arizona Revised Statutes section 11-135 regarding county formation petitions filed with the secretary of state.

Changes pronouns from "his" and "he" to "the recorder's," "the secretary of state," and "that" for gender-neutral language throughout the statute.

Requires county recorders to examine signatures from petitions within 20 days and certify results by comparing a random sample of at least 5% of signatories against county registration records.

Prohibits filing a new county formation petition within 3 years if a previously certified petition included any of the same territory in its proposed boundaries.

Secretary of state must notify relevant parties by certified mail if a petition is insufficient, including the proposing organization, county clerks, legislative leaders, attorney general, and governor.
