Establishes a transitional housing benefit for surviving spouses or dependents of law enforcement officers and firefighters killed in the line of duty.

Provides monthly payments up to $5,000 for up to one year to cover residential mortgage or lease costs for a primary residence, deposited into an escrow account.

Creates the Transitional Housing Benefit Fund administered by the office of the governor, funded by appropriations and public or private sources.

Defines "killed in the line of duty" as death directly resulting from performance of duties, excluding suicide.

Appropriates $500,000 from the state general fund for fiscal year 2020-2021 to the benefit fund.
