Establishes the High School Success Grant Program Fund administered by the Department of Education, with a $15,000,000 appropriation for fiscal year 2020-2021, to award five-year grants to eligible public high schools implementing approved programs.

Creates two eligible program types: ninth grade success programs (requiring dedicated success teams and data-informed strategies to support at-risk ninth graders) and academic acceleration programs (requiring automatic enrollment of eligible pupils in advanced courses with parental opt-out options).

Prioritizes grant awards to schools with capacity to implement programs and schools where at least 50% of pupils qualify for free or reduced-price lunches, with grants distributed to both rural and urban areas.

Requires the Department of Education to publish annual reports on grant awards, funded programs, recipient schools' progress toward goals, and program effectiveness findings.

Authorizes eligible expenditures including teacher and staff salaries, professional development, curriculum materials, tutoring, summer programs, and pupil costs such as examination fees; all programs automatically terminate on July 1, 2030.
