Amends Arizona Revised Statutes section 15-807 regarding school attendance notification requirements for students in kindergarten through grade eight.

Requires schools to notify parents or guardians of unexcused absences within two hours (for K-6 students and grade 7-8 students whose first class is their initial class of the day) or within five hours (for grade 7-8 students whose first class is later in the school day).

Requires school districts to notify parents or guardians at enrollment of their responsibility to authorize absences and notify the school in advance, and to provide at least one telephone number for notification purposes.

Establishes that absences due to a pupil's mental or behavioral health shall be identified as excused absences under section 15-901, subsection A, paragraph 1.

Authorizes the Department of Education to adopt guidelines and rules to determine what constitutes an absence due to mental or behavioral health of a pupil.
